Secondly, here is an interview with Miguel Messmacher, the Assistant Secretary of Energy and SCHP. Unfortunately, it is in Spanish and I can't find the script to translate it. This comes straight from the horse's mouth.
He states at 4:20 minutes, that as of February 18th, the price will fluctuate on a 24 hour basis depending on the peso and the price of petroleum. He goes on to say that the price on February 18th could go up or down depending on the above.
