One part of this program permits, without any special pass
Keeping in mind the above is from Wiki I did get the impression from the sign at the Banercito that this is sort of an open invite from early Dec to Jan 6 for any out of country plate to be free from the Hoy no Circula hassle. The sign provided no website to get the info from. I should have taken a picture of the sign. We plan to circle DF area next week and have letter plates. We were told Arco Norte and Teotihuacan are out of the restricted area and not to worry. We would like more details as we do not want hassles. I think we will be ok but you never know. We will have to plan our day to be before Fri but are not sure we will get there before then.
