It only applies to the Estado de Mexico and the Distrito Federal in regards to the hoy no circula I did not find the site in English, one needs to subscribe and print the pase, you only need this if you are in this two areas not the rest of the Republic.
The pase turistico is a prrogram to expedite the entrance to Mexicans living in the USA and Canada that are visiting family over the Christmas vacation, the pase turistico is for those that are visiting in Mexico City and visinity and the City of Toluca or travelling through these areas.
I applied for the pase last night and have to print it, we are in one of the 18 municipalities, driving in the morning, around the time when schools let out and when the workday ends is crazy to much congestion so not starting until 11 o'clock in the morning is OK with me.
