I have conflicting info from Mina. I wrote her in Spanish and she sent me this:

I just talked to Mina, the owner of the Teotihuacan RV Park, she said that the "Hoy no circula" applies before 11:00 a.m. but not later, I told her that we are still checking on the dates and routes...
She said she will check next Monday with the Federal Police based in her area so we can work in the planning.
Maybe the park is not in the zone, but you have to cross it to get there.
The after 11 am is no issue, but if that is the case, the plate restrictions one day a week & saturdays should apply. Easy for an individual to avoid, not so easy for a group. Now of course you can get the 2 week exemption but if your rig is over 15 years old you cant. So in a group I guess you have to hope maybe only 1 or 2 rigs are over 15 eyars old and avoid those days either arriving or leaving. Time it to arrive on a sunday which appears to have no restrictions. Mind you, leaving you could pull out just before 5 Am and head for a pemex station just outside the zone.
