I completely understand it is very complicated and confusing. This is why I have tried to simplify by posting only the pertinent information. But as I post there are other posts which get into the confusion part of the rules. I will try again. There is a website – which I have posted previously – which is the current detailed information from the actual Hoy No Circula program. I did not get it from a newspaper or other website trying to explain it – I got it from the source – the people who post the actual rules. On this website they very clearly spell out the exact areas which fall under the program. There are many areas that are not restricted by the program. The problem is you may have to pass through restricted areas to get to areas not in the program. I have done everything I can possibly think of to get this information across in a simple way – to simplify the complications. Chris and I both posted the areas in the program. Nothing in the official website says anything about any other areas. If they are not listed or mentioned on the official website then the only conclusion I can come to is they are not restricted areas. If anyone has any other information I certainly think it would be useful to everyone if you would very clearly post where your information comes from and include the web-address where this information can be found. Here is the official website – and a calendar page within the website where the exact dates when which numbers are restricted can be found – and a page from that website showing something about getting inspected to get a hologram that may allow some loosening of restrictions.

I certainly hope someone can find and post information that makes things clearer – and let me suggest that posted information that does not come from an official government website with the actual official laws and rules is not much more than rumor.
