Anyone have recent info on this or a map link? Especially interested in whether san Juan teotihuacan is still outside it and how to access avoiding crossing it.

You are absolutely correct - Naucalpan de Juarez is clearly listed as one of the 18 municipios listed in the Hoy No Circula restricted zone.
