Teotihuacan is in the Estado de Mexico and the hoy no circula aplies to the entire state, I am giving you the simple rules to drive on the correct days and when to avoid driving in relation to the last digit of the license plate, foreighn vehicles that are going to be driving a longer period in this area of no circula can get smog checked and get the 00 decal, it is not worth the trouble for a turista.
