I have been getting PMs about this whole Hoy No Circula thing. I have been led to the website of the Secretariat of the Environment where the written law regarding the Hoy No Circula can be found. Of course it is all in Spanish and my Spanish is far from great - I struggle. So I am hoping someone with an open mind can take a look at this to see if they can understand it better than I can.

As near as I can tell this is the law. It is long. Again - it mentions and seems to single out the 18 municipalities participating in the program.
Everything I have found indicates there are 18 municipalities in the State of Mexico where Hoy No Circula applies. I have found this same information on countless websites. I can find no websites indicating otherwise.
So here is a question that cannot be answered apparently - how is any tourists visiting Mexico supposed to know such a law or program exists? If it does apply to the entire state of Mexico I can find nothing online in writing where this is stated.
I am hoping someone with an open mind can clarify this and find more information online where anyone can access all the facts. If we do not have access to the facts we cannot be expected to know them. I do understand - ignorance of the law is no excuse - but if they do not make the law available and clarify what the law states and what it means then no one can be expected to know or understand it.
The above law is dated July 2014 and is on the current website of the Secretariat of the Environment. If they have a more current law then it should be the one on the website. I hope someone can read it and clarify what it says. Please - open minds only need apply.
