Manditory evacuation orders will not start to be lifted until noon Sunday. Then only for areas that have been cleared by emergency services personnel. The goal is to have all evacuations orders lifted on Monday.

NC counties will probably still be getting rain most of tonight.
On Monday you will be in the traffic of hundreds of thousand evacuees trying to get home, state public service employees moving from safe areas into damage zones to assist, thousands of utility workers and equipment moving from staging areas into the damaged sections.
On I95 you will face that through most of NC, all of SC, GA, FL to your destination.
I81 to I75 may be longer distance but it most likely will be hours quicker.
