Hurricane to Mt. Carmel UT -- thru Zion or Colo City?

The route via Colorado City is an easy one. It does go right past Pipe Spring National Monument, which is kind of interesting.

Even though the map suggests otherwise, you don't exactly go through the town of Colorado City, AZ or neighboring Hillsdale, UT, nor are you exactly invited in. That's a polygamous community for a Mormon offshoot, and they don't invite a lot of scrutiny.
