I went to the official site and looked at the reports that you mention, those permits are issued to private companies that either use the product EG: mining, construction, maritime operations or in the case of the propane gas for redistribution and sale, most of the contracts have a December 2017 and some 2016 expiration date and some have expiration dates in 2018 and some even longer, they do not really explain what this contracts are about, so far I have been unable to access the news paper article to read what it is all about.
Excelsior News paper has nothing on this, will try tomorrow I am now going to take my beauty sleep for the night, if I find something more I will post it here.
