A) I don't think adequate checking or reading was done before that post was made. The Newfoundland and Labrador government site could have been searched. They certainly posted enough about the construction of the modern Trans Labrador Highway when it was being built.
B) Read the thread well before posting!!!! IF my earlier post had been read before posting, the fact that the Trans Labrador Highway was opened in 2009, should have been seen and comprehended.
How the heck could someone drive that modern Trans Labrador Highway and post a picture of it, not talk to locals to hear about the modern construction, not say "what a difference in 10 years.................. beyond belief.
Don't expect high speeds, take care, and talk to locals all.

Except you seem to have skipped over the part that the last phase of the TLH was opened in 2009.
The first section of 549 km (341 miles) between the Quebec / Labrador border and Happy Valley / Goose Bay is largely the same, they did spend $60 million on it back in 1999 after the mining industry pushed them to. But that's barely $100 / meter. By comparison, the already good built-up road I live on was "resurfaced" last year, some new culverts, shoulder rehabilitation, etc., etc., it cost more than $1,000 / meter to do it.
