What it really means: I have no idea. I've only seen it a few times, but it sounds ominous. Does it mean you've unknowingly passed through a secured area of some sort? Does it mean abandon hope, all ye who enter here? Readers, please chime in if you have a clue."
Seguro in this case means "Insurance". Vehicles who have a valid ticket from the previous toll booth (Caseta de Cobre) and are still on the toll road, are a covered by road hazard insurance and free breakdown tow truck (grua). The sign notifies drivers that they are leaving the toll road and that insurance no longer applies.
