When charging by the axle they are really after the trucks and commercial operators. Trucks are really the targets of the increases RV'ers are just collateral damage.
In the end there are not enough RV'ers caught in the trap able to create enough fuss to garner any attention.
Like truckers RV'ers do use the roads a bit more than the average Joe and should pay a bit more for their joy rides.
When it all boils down tolls are not a significant factor when adding up total RV ownership cost
