A NL trip is the top of the destination possibilitys for the spring into summer of next year. Any suggestions for optimum time & places for viewing icebergs?

Yep, keep your eyes open. Yes, there are places where you're not supposed to do it, but follow the usual guideline - ask the locals.
This photo is actually in Labrador, near the coast, a little gravel drive off the regular route.
BTW lived there 24.5 years.
Also, remember L'Anse aux Meadows and Norsted.

Yes, boondocking is allowed. If you can find a spot large enough for your unit, you can camp there. Many NL'ers used to camp in gravel pits, but most gravel pits are closed to public access now. Keep any eye out on secondary highways for places to stop.
Most rv parks here are relatively cheap compared to the mainland. And of course there is the famous NL hospitality to enjoy, when staying at a park.
