The following Geo-Mexico website has more info about Hoy no Circula including a map showing the area of restrictions. Arco Norte and Teotihuacan are not in the area. Plates ending in a letter are restricted the same as 9 – 0 plates.

Saturday
The first Saturday of each month gummed vehicles yellow and completion of plates 5 and 6,
the second Saturday of each month rubberized vehicles and termination pink plates 7 and 8,
the third Saturday of each month gummed vehicles red and termination plates 3 and 4,
the fourth Saturday of each month vehicles with green rubberized termination plates 1 and 2, and
the fifth Saturday , in those months containing it gummed vehicles with blue and termination plates 9 and 0 as well as plates lacking vehicles with numbers or permits movement.
14.2. circulation limitations set by the program "Hoy No Circula" for units not registered in the Federal District and State of Mexico are:
a) If the last digit of the license plate number is 5 or 6, the unit should stop circulating on Monday and the first Saturday of each month from 5:00 to 22:00 hours, in addition to stop flowing of the 5 : 00 to 11:00 am Tuesday through Friday.
b) If the last digit of the license plate number is 7 or 8, the unit should stop circulating on Tuesdays and the second Saturday of each month from 5:00 to 22:00 pm; well stop flowing from 5:00 to 11:00 hours on Monday, Wednesday, Thursday and Friday.
c) If the last digit of the license plate number is 3 or 4, the unit must leave circular on Wednesday and the third Saturday of each month from 5:00 to 22:00 hours, in addition to stop flowing from 5:00 to 11:00 hours on Monday, Tuesday, Thursday and Friday.
d ) If the last digit of the license plate number is 1 or 2, the unit should stop circulating Thursday and fourth Saturday of each month from 5:00 to 22:00 hours, besides circular stop at 5: 00 at 11:00 am on Monday, Tuesday, Wednesday and Friday.
e) If the last digit of the license plate number is 9 or 0, or registration certificate holder, the unit should stop circulating the fifth Friday and Saturday the months that include five Saturdays from 5:00 to 22:00 hours, in addition to stop flowing from 5:00 to 11:00 pm Monday through Thursday.
The restriction on the movement provided from 5:00 to 11:00 hours for this type of unit, only applies to units less than 3.5 tonnes.
