PASE Turistico for Hoy no Circula
We saw something about this last year but can't find it. I did find the PASE Turistico web site but though my Spanish is usually workable this site is beyond me! Anyone able to help?

I believe the PASE is only available to those living in the Mexican states mentioned. When they refer to foreign plates they are not talking about foreign countries - they are talking about states in Mexico other than DF or Mexico. I do not believe US or Canada are eligible. If you going to be in Teotihuacan you are not in the zone so no worries. Mina told us years ago Teotihuacan is not in the zone and it appears that is still true.
