The I-17 route is a prettier ride but if there is winter weather you will be far better off on I-15. As we speak I-17 and most of I-40 within 40 miles of Flagstaff is closed due to heavy snow. Leaving Phoenix and taking 93 from Wickenburg up to Kingman is a good, direct route as is the second half on I-15 north out of Vegas.
Be advised that folks tend to haul butt on I-15, the speed limit is 80 in most of Utah but the interstate is a great way to make miles... weather permitting.
