That far north there won't be many whales to watch in March and probably none in April. The Grey whale migration gets going much earlier than that. Even in southern California the majority of the herd has passed south by the end of March. I spent a number of years skippering whale watch boats out of San Diego and by mid March we had to travel well offshore to insure sightings.
Prime time Grey Whale watching is mid December through the end of February out of southern California. This year saw the largest migration in years indicating that the migratory patterns may be shifting. Watching from shore is fine but if you really want to experience the majesty and grandeur of the Grey Whale get out on the water. :C
