Best times I have encountered were weekdays before 7 am or after 9:30 through about 2pm. I75 is better than the loop, quicker too.

Traffic gets heavy weekdays from 2:30pm on.

I plan my trips about 5am going through or around noon.

Weekends...well that can vary depends on what events are going on. I am sure there are others here with varying experiences.
