Well I finally found it. SAT apparently is the Servicio de Administracion Tributaria or Tax Administration Service . . .

I roamed around these websites trying to find what people have been talking about in this thread but don't seem to be getting anywhere. I can't find the documents they refer to. Sure wish someone would post more info and websites where what they are talking about can be found. There were some phone numbers people can call and also the suggestion that people call their nearest Mexican Consulate office. Perhaps there is a way to get an official understand of what is being talked about here and have something in writing that says it is OK to bring your vehicle in.
I have said this on this forum many times - I sure wish people would reference where they get the information they mention here and provide web addresses and such to help the rest of us understand more clearly what it is you are talking about. Maybe someone else out here might be able to join in with more help trying to resolve this stuff if some guidance was provided so others might read what it is people are talking about - help us to find the way so to speak. I have been Googling and doing other searches but unable to come up with much. Still no idea where this mysterious Page 22 can be found.
This one appears to be the manual for importing commercial vehicles but does not appear to be anything pertaining to tourists.

This one is from the US I think and has to do more with permanent import of vehicles and what is involved in doing that.

Here is another US website that talks about taking vehicles to Mexico but it seems to only be about commercial vehicles

I'll keep searching later on - maybe by then someone will provide further information to help us understand what it is they are talking about.
