If uniformly enforced this may well finish off 50% of the remaining RV Parks in the country. Mexico's nightmare is not unique. For it's first few centuries of existence the highest aspiration of a son growing up was not in the field of science or engineering.
It was (and still is) to become a bureaucrat. Stacking laws upon regulations upon taxes. Blame Spain. The other noise is STAMP-STAMP-STAMP the rubber stamp industry is thriving and so is the ink pad franchise.
