BTW someone mentioned the document i listed was not from the government site. That was true, I rehosted it because that site is painfully slow. the actual link on the SAT site is

It is pretty clear that it is cargo cpaacity.
Cargo capacity = GVW minus weight. Any 1 ton is under 3500 kg, A F450 is over.
One has to remember not to confuse GVW with axle capacity., Axle capacity is always over GVW to provide a safety margin. GVW is the max weight recommended for safe operation by the manufacturer.
