A person needs years and years of experience dealing with professional bureaucrats down here to understand the process. This is an AUTOCRACY and NOT a DEMOCRACY. There are NEVER general referendums to vote on. One sniff of interference by the US government and Mexico will go howling to the OAS and UN, screaming "There They Go Again! Interfering In Our Politics!" I am a Mexican citizen. Mexicans are so sensitive about interference I let Jesus proxy for me at our "reunions", meetings of the ejido which I am a member of, in Chucutitan. I own 5 hectarias of mango trees, an orchard. In the USA a Mexican who has become a citizen of the USA has a voice. If you think the inverse is true down here you need a radical reality check. By staying OUT of ejido affairs I have had strangers approach, shake my hand and say "Gracias, Don David" for projects fought for like street lights for for highway school bus stop, the first aid building, beach parking area lighting.
Like it or not people get paid to sacrifice their eligibility and forfeit Aduana deposits to bring a nice new pickup down here and sell it. It gets phony plates and is driven locally where the SSP the federal police who check VIN fraud by radio and laptop NEVER operate. Try cities of 2,000,000 or more. Monterrey, Puebla, Guadalajara, Zapoapan, or rural farm areas of Obregon, Mochis, Veracruz, Uruapan,etc.
Hundreds of cars a year end up parted out. Celso was quoted nine thousand dollars for a complete Jeep setup including motor, harnesses and computer for a near new Jeep. Need a seat for a 2016 Mercedes S Class? In under a day I can find one in a barrio of Mexico (DF) Think it's from a DOMESTIC vehicle? Surely you dream.
So a lot of this is not directed at RV'ers. They are merely in the blowback. The Mexican executives of Ford, Chevy, Dodge vehicles see the illegal import of motor vehicles as outright robbery. And to say they have clout with the Mexican government may be considered a gross understatement.
So there is a lot at work here. RV'ers have almost no representation.
This is going to be a stiff hill to climb. The right high-ranking person has to take this up with gobernacion. Books, examples and legal "arguments by amateurs", would be a frustrating waste of time. The minimum pay grade of Delagado Federal is the place to start. Perhaps Mr. Tequila's Aduana contact has such a connection.
I can only hope this clarifies some points. After navigating through this for 54 years I have learned avoiding rocks & shoals is smarter than trying to argue my way through them.
