This comment is what I was going to post about except navegator's is more precise.
Having dealt with customs and immigration folks for years when working, it's clear that these folks have discretion and they won't be fired or disciplined for saying NO. I've seen it personally at the US border during the time of "no Canadian beef" when our (non-beef) dog food was taken because "it could have been made on the same line as beef dog food", the agents interpretation of the rules.
Producing paperwork will just reinforce the agents decision whether he/she is right or wrong, and an entry in the computer will make it "fun" the next time you are crossing.
