Unfortunately, that is but one of a number of laws that can apply. Some say "capacidad de carga" and some just says "capacidad" - which some border locations seem to have a different take on the meaning. They have also listed certain specific pickup trucks as being over while the manufacturer specs say they are under.
Someone said a Ford F-450 is clearly over but Ford specs show a weight below the 3.5 ton legal limit.
Border people are applying GVWR to the "capacidad" law which seems to be misunderstanding or misinterpretation of the law.
At first I was getting pretty clear emails from someone at SAT but when I try to get a solid commitment they ignore the questions.
The manual where the rules mentioned are on page 22 is dated 2014. There are other laws dated 2016 and 2017 that seem to apply in some way but have some different wording. I posted all the laws and the words they are using.
I have written to SAT, Aduana, CIITEV, SECTUR, Mexican Consulate in Phoenix, for some answer buy at this point seem to be hitting a stone wall of bureaucracy - no one is going to stick their neck out and commit to what could be the wrong law.
I cannot get them to commit to allowing larger pickups or campers even though they do seem to meet the rules. I cannot get them to tell me what needs to be done to get an OK by any RVer. I cannot get them to tell me what specific laws seem to be applying to pickup trucks with campers. First they said they just have to fill out the form I posted about but I could not get them to tell me if there is a fee or a tax on campers.
I will keep emailing them all and anyone else you can think of that could have some clout to push through a decision.
