If behind the cab consists of anything but aftermarket recreational vehicle material bolted to the frame, the vehicle is considered a cargo carrier. The cargo may be a slide in camper. If the sheet metal came from vehicle OEM it is a cargo pickup truck. Above a certain weight limit no factory sheet metal is allowed behind the cab nor is any type of utility bed.
Go with the flow BUT REALIZE THIS - you can have a hologram on the window and a stamped temporary import permit in hand but after you pass Banjercito there comes the Aduana inspection. They stopped me in 2005 with a utility bed and said NO ENTRADA. A nice new glowing hologram and fresh paperwork from Mexico City impressed Agua Zarca not.
I waited for the Jefe de Aduana to show up and after pleading for two hours, I begged my way through...
"This time" he said, "but do not count on next time" The "next time" was with an automobile toad. Now there is grumbling that sometime in the near future only automobiles with a maximum of four cylinders will be permitted as a towed vehicle.
Just when a person figures out stability has arrived, Aduana changes the rules.
HACIENDA rules ADUANA which uses SAT to assign fees and Banjercito to handle car permits and collect money and permit or deny permits - with Aduana on site the only arbitration to Banjercito denial.
Ain't Life Fun? You should try navigating resident TRAMITES sometime.

Is the one and only assurance that a hand will not be raised and a tumble down a rabbit hole will not follow.
If Juarez or Agua Zarca or wherever has reports and I mean multiples of folks being admitted with no hassles, then for a window of time, a person can be reasonably confident they too can pass.
I have been flat out denied entry and like I wrote above No does not mean Maybe. Once the head Aduanero verifies Banjercito's decision as being correct, the game is over at that crossing.
Welcome news will be reports of "Yes I did it" and maintenance of continuing allowance. But again a shiny decal and paperwork without proof positive assurances of admittance buys nothing. It can be frustrating.
