I don't think you will find the regulation on line. You would need to buy the book/pamphlet with the rules or go to a Mexican library. Customs brokers would have that book. Although this problem may seem important to RV travelers in the grand scheme of things it is meaningless. Even if you found that the rule does not exist or that it is being misinterpreted that ruling comes form the Hacienda. Rulings and their interpretations are at the whim of the rule makers. No politician has the guts to fight SAT. Aside from that even the Secretaries of Tourism do not care about RV'rs. Over the years different lobby groups have asked for STIFFER rules. This includes vehicle manufacturers, Auto Dealer Associations and even HD Equipment mfrs ( Cat). At one time the Federal Secretary of Tourism received complaints from people like Fausto ( forum member). The Secretary responded with a comment that RV'rs are CODO ( cheap). They bring everything with them and do not spend money. Although many of my fellow Canadians are cheap they do spend money. The Federal officials want fly in not drive in tourists. So Brian can look for all the rules but why? Other than the above Mexican Politicos are not exactly in love with Americans lately. (Con Razon)

Very helpful and a great contribution to helping people figure this out. At least I am trying. I may not get results but giving up seems to me to be not in the least bit helpful. Yes - I know Mexico is Mexico so why bother.
The same could be said about just about every other country as well. Let's all just lie down and die since there is no point in going on.
I am trying to email people in the various agencies and contacting whoever I can. I may or may not be of any use. But you cannot ever be sure until you try. But why bother..........
