With toys like a quad and motorbikes, the east side of the Cascades provide more opportunities than the west side. In other words, going north along US97, or even US395 in Oregon, will be better than I5.
The area is dryer, with more open forest (ponderosa pine) with trails open to motorized travel. The wet side tends to be steeper, with closer woods (douglas fir, more understory), and hiker trails. Check the respective forest service districts (and BLM in open country further east).
DeLourme and Benchmark have good map atlases for these states.
