I know first hand that it also applies non-US citizens. As Canadians traveling within the US inside the 100 mile limit, we have been stopped and inspected by US Border Services several times. I have absolutely no problem with that.
I have also been told by US Border Services that it applies to anyone regardless of your citizenship including US.
