Go to the form I've linked and read the statement between block 8 (f) and (g) and tell us why it is there if this isn't the form to use, plus of course a hand gun is a restricted firearm, so you must have prior permission in form of a Authorization to Transport No. to bring it across the border.
That is not impossible either. simply make the request in the proper method on the correct form.

g) - h) If you are declaring a restricted firearm, please print the number of your Authorization to Transport (ATT) and its expiration date. To find out how to apply for an ATT, call the Canadian Firearms Program at 1 800 731-4000 in Canada and the USA, (506) 624-5380 outside Canada and the USA, or visit our web site before you come to Canada.
Is there anything that says, with the proper form, they have to allow you to travel with your gun, or can they just say no because they feel like it? If you show up with, let's say a shotgun and the paperwork, what are you going to do if they say no?
I wouldn't waste my time with the forms and no I wouldn't try to take a firearm in without permission. I've been known to bend a rule or two, but that's one I won't touch. I have a friend who forfeited his TC because of a "forgotten" pistol.
