Key word here is APPROVED PURPOSE.
The Canadian embassy has repeatedly stated that self defense and hunting is NOT likely an acceptable reason for the transport authorization. And you have to obtain the approved ATT BEFORE attempting to cross. So, to say all you have to do is fill out the form and drive up to the border crossing is a tad misleading.
