If the person is a Mexican national, and does not have a U.S. passport, they are not allowed to drive the vehicle unless one of the registered owners is present, if it is a gringo with a gringolandia license, you need to give him a letter giving him or her permission to drive it.
The letter should be notarized if possible, the more official looking the better, and preferably in Spanish.
