We just drove that route going from Green River State Park to Vernel Utah.
It's a tough, long pull. We've towed a LOT over mountain passes in most western states. Where we live we tow over mountain passes in Washington many times a year.
The road was OK, not many pull outs, and a lot of heavy truck traffic uses that roadway. When you get behind one of those heavy haul trucks you will be down to 10 MPH. From Helper to the summit is about 12 miles of uphill.
The descent going north from the summit was 8%. It's not bad as long as you take your time and let the engine do the majority of the braking.
If your tow vehicle is marginal as far as power or brakes I would think twice about this pass.
