Having a piece of paper filled out means the MIGRA does not have to reach beneath the counter and grab an empty FMM form.
Still needs to have a valid passport presented, stamped, and be paid for, and FMM form stamped. Right in the office of INM. You save nothing. I carried a clipboard.
