I followed the cookie crumbs reading an article in excelsior, and clicked on an article that had a video of AMLO answering a question about NAFTA 2.
"We must simplify border entry regulations for both the public and for business. The current rules are obsolete and confusing. Ciudadanos who live in the far north of Mexico do not have the advantages of citizens living near our big cities. We are going to repeal the 16% IVA in the frontera and replace it with the original 11% IVA."
At least the government is not playing possum with the issues. This isn't much of an answer but perhaps a ray of hope. Nothing much happens until 1 December.
