That's some scary title.
"You now need permit in Baja for any RV" would be more accurate. Regular cars/trucks still don't need permits, but motorhomes they now consider an RV, rather than just a "vehicle". Not entirely illogical.
This rule - permit for RV - has been in effect for quite a while, though was not enforced.
