No it doesn't make them responsible, but it does create a fund to pay for the problems they create. A CG cannot tell a responsible pet owner from an irresponsible owner at check in.
But they can charge ALL pet owners to establish a clean up /nuisance fund. Afterall all dogs are going to leave a pile somewhere the issue is who is going to clean it up. Those without dogs/pets are exempt from paying.
