Depending on the size of your rig, Monterey has a first come first serve campground at "Veterans Memorial Park", no hookups. Monterey Fairgrounds has camping, when there is no event going on, I believe they have water and electricity, but it might just be electricity. Marina Dunes is about 12 miles north of the Pebble Beach exit on Highway one, it's a nice small park that is on Highway 1. There is also Laguna Seca (where the famous race track is), they have sites, and there is usually no problem getting in if there isn't races going on.
