This just came up a few weeks ago. There's Liberty Harbor, which is nothing more than an overpriced parking lot (from what I hear, I've never been there), but is as close to the city as you can get.
There's Newburgh KOA, which is about an hour north of God city but offers tours to the city.
There are some NJ state parks very near transit lines into the city. Spruce Run right off of I78 in west NJ and Cheesequake a little closer and just south of the city.
