RA doesn't set the fees that you have to pay to reserve a campsite, or to use a campsite, to change or cancel a reservation.
RA contracts with state park systems, private campgrounds and the federal government (RA runs Recreation.gov) are a per transaction charge. RA gets the same amount of money is you make a reservation, change a reservation or cancel a reservation.
Different rates such as the FL $17 cancellation fee - almost all the money goes to the state of Florida. Cancellation fees are always higher to 'punish' the people who reserve blocks time which they might use, or in the case of Florida, the infamous reselling of reservations.
The individual contracts vary. The US Army Corps of Engineers absorbs the fee in their campsite costs. The US Forest Service charges the fee separately.
Some states use RA to run their on-site park reservation systems, so every camping spot gets a fee. Louisiana went to that last year. Some states do not.
