Overall RA is a good thing. The cancellation fees are in place to keep people from gaming and abusing the system. In some cases the fees should be more!
The active network business is a bit of a scam, but I have learned to avoid it.
I like the ability to reserve a site vs. hoping and praying that a site is available. I understand it cost money to man a call center and that there is lots of infrastructure involved with the call center.
States began to farm out call center duties in an effort to cut cost.
Private enterprises are able to run call centers more efficiently by combining there efforts and creating one large center/system vs. each state having a separate call center and staff.
In the end RA allows states to save money on the reservation system and focus there limited funds on actually maintaining the parks.
