16 is regarded as the easiest of the routes across the Bighorns, but easy doesn't mean boring.
14 (NOT 14A) is a loooonnnngggg descent from Burgess Junction, so watch your brakes. Most folks stop at Shell Water Falls and rest stop and you can smell the hot brakes when you get out of your truck. :)
I personally feel that 16 is the more interesting route of the two.
