Been a lot of years, but at one point when researching the Paria Ranger station and permits, I thought the Cottonwood Canyon Road, about 45 miles east of Kanab, looked promising. Several camping spots on side roads in the first mile or so of the road. Check Google Maps or similar for 37.105018, -111.846865 and look north on the roads. Will be hot in the summer.
Another option might be a couple of miles north of Kanab across from Hog Canyon. 37.079010, -112.538763 Closer to town and "civilization", but some trees and a stream as long as it isn't a drought.
Never stayed at either of these places, but there's plenty of public land to choose from out there.
