If you take AZ89A toward Jacob Lake there are many nice spots in the national forest to pull off right from the highway. Some are around MM577 to MM579.

To get to I-15 north from Fredonia, AZ, Take 389 to Colorado City which becomes 59 in Utah. Or you could take 89 north from Kanab and cross over to I-15 via Hwy 20 just north of Panguitch.
