Our experience was the same. We started camping at Drummer Boy in 1997 and were there almost annually. The summer of 2007 was the first season under the new "management" and was our last stay at what used to be a fine, well-run park.
We visited all of the CG's in Gettysburg some time back (visited, not stayed at) and while we liked the KOA the only reason we don't stay there is the sites IMHO are very small. In many cases once your rig is on site there was no place to put your TV.
Our current CG of choice in Gettysburg is Gettysburg CG. Clean, quiet, well-managed, and run by good people.
