looking for a good campground in the panhandle with restaurants and things to do planning on going end of sept.

We have stayed many times over the years at St. Andrews State Park near Panama City, FL and also at Fort Pickens near Pensacola, as well as a few times at Topsail Hill--once at Grayton Beach.
Since you mention restaurants and "things to do", I expect you would like St. Andrews, Topsail Hill, or Gulf Shores in Alabama rather than Fort Pickens.
