Ditto to most of those. We have stayed at many and they are all close enough to many good restaurants to stay at any. More importantly is what you like to do while you are there. We love to kayak and think St Andrews is one of the best for that. Grayton is nice too, we had a site with lake access so we could paddle to the beach with all our stuff. Great restaurants in Seaside(think Stepford). Great Southern Cafe, mmm still recall my grits yaya!
Topsail is a shuttle to the beach but used to be a private park so more amenities like a pool. Fort Pickens is awesome, but more isolated. Gulf State park in Alabama we loved, but you have to drive to the beach across the highway.
You would have a great time at any of them. Book whatever you can still get a site at.
We booked for next spring, a week again at St Andrews and for the first time got a week at Henderson.
