These are called "Neighborhood Electric Vehicles (NEV's).
They're a specific subset of motor vehicles.

In CA, golf carts can be used within 1 mile of a golf course (plus other restrictions), while NEV's can be used on some roads.
Some info for CA golf carts/NEV's on public roads can be found on the DMV website, I'm sure other sates have similar laws.
