There are different kind of cemetaries.
The modern, 'memorial park' type places, sure it would be uncool.
But the old ones, where nobody new has been buried for a hundred years and people use them like they are public parks, what is wrong with that? And who would you even ask permission of?
Just ask the dead to let you know if they have any concerns, I guess.
